Abstract
The Illinois Committee on Black Concerns in Higher Education (ICBCHE) existed from 1982 to 1999, enjoying support from Illinois sources and a HECA grant. The inter-institutional program was hosted by Northeastern Illinois University, and included members from the general public. The purpose of the organization (from its website) is: "... the enhancement of education and employment opportunities for Black people in Illinois. Through consolidated and coordinated efforts, the ICBCHE contributes to the resolution of many of the problems that adversely affect the educational status of this population." Historical Note

The ICBCHE existed from 1982 to 1999. Northeastern Illinois University hosted the inter-institutional program that also welcomed individual members from the general public. The ILBC enjoyed support from Illinois sources and a HECA grant. The Committee addressed its mission by an annual conference, occasional publications and by monitoring hiring and student aide and other student-related issues in Illinois universities. For much of its existence Melvin C. Terrell, Vice President for Student Affairs/Public Affairs, Northeastern Illinois University, served as Chair.

Scope and Content

The boxes document the conferences and some of the publications ICBCHE created. Some correspondence and budget files are also present. Chair Melvin Terrell’s work with his Steering and Executive Committees is reflected in the records. One records carton includes computer diskettes containing business correspondence and related matters created by NIU office staff that assisted Chair Terrell as he lead the Committee.

The records transferred to Chicago State University’s Archives are mostly 1990s documentation. A few files begin in 1987 but the first five years of ICBCHE’s life are not documented in the official archive. Internal evidence indicates the late Clinton Bristow, MBA, PhD, Chicago State University Committee representative, secured storage for the Committee’s records away from NIU although where that storage is located is not indicated in the records. Therefore, these records may document the 1980s and may be lost.

This collection was surveyed as part of the Black Metropolis Research Consortium's Survey Initiative on 2009 September 28 by Lisa Calahan, Bergis Jules, Andrew Steadham, Lauren Kalal.

Acquisition Information

The ICBCHE elected to transfer its organizational archives in 1999 to Chicago State University’s Archives. Former Dean Clarence Toomer, and unidentified additional staff, began organizing the eleven (11) records cartons that CSU’s Archives received. Apparent discarding of duplicates and unrelated materials reduced the records to nine (9) boxes. Transfer letters giving the records to CSU and Committee organizational documents begin the first box.
