Biography/Profile
The Metropolitan Planning Council (MPC), formerly the Metropolitan Housing Council and the Metropolitan Housing and Planning Council, is an independent nonprofit organization that promotes strategic planning for the metropolitan Chicago region. According to its website, the Council since its inception in 1934 has played a pivotal role in housing advocacy, city development, slum clearance, transportation planning, economic and neighborhood redevelopment, environmental conservation, and health advocacy for metropolitan Chicago and the surrounding region.
The organization’s main efforts throughout the 1930s were focused on housing issues in Chicago. Its objective was to improve housing in Chicago. It targeted tenement slums by enforcing standards, collecting statistics, and promoting neighborhood planning. In 1937, the city tapped the organization’s founder and director, Elizabeth Wood, to head the newly created Chicago Housing Authority, which had been created to enforce new state and federal housing laws. During the late 1930s, the MPC broadened its focus into other areas of concern. For example, in 1939 the its advocacy for strategic urban planning brought about a revival of the City Plan Commission.
As a result of its increasing interest in strategic urban planning, the Council focused even more directly on slum clearance and planning after World War II, which ended in 1945. Housing remained an important element of its work throughout the 1940s, but Council changed its name to the Metropolitan Housing and Planning Council in 1948 to reflect its newfound interest in city planning and urban renewal.
In the 1950s, the Council continued its focus on housing, city planning, and urban renewal, and expanded into new areas of interest. It developed Chicago’s first housing code, which went into effect in 1957. Council members also played significant roles in several urban renewal, neighborhood redevelopment, and slum clearance projects. With the creation of the Metropolitan Center for Neighborhood Renewal in 1958, the Council assisted neighborhood groups in developing plans to revitalize their communities. As the Chicago metropolitan area continued to grow, the Council successfully advocated for better planning for transportation and land use. As a result, the Chicago Area Transport Study and the Northern Illinois Planning Commission were established to improve transportation throughout the Chicago land region.
After 30 years of committed strategic planning advocacy in Chicago, the Metropolitan Planning and Housing Council was one of the most active non-profits dedicated to improving metropolitan Chicago. By the 1960s, the Council had helped generate enough support for planning to take on the role of liaison among regional stakeholders. It served as a hub for collaborative projects such as the Committee on Urban Progress, which engaged the Chicago-area business community in an effort to tackle regional transportation challenges. In addition, in 1960 the Council led a pilot project to provide rent subsidies for low-income families to move into private housing.
The Council increased its emphasis on transportation planning and environmental conservation for Chicago during the 1970s. To address the demand for quality transportation, it organized the Task Force for the Future of Illinois, which looked into transportation and infrastructure throughout the state. Meanwhile, the organization championed lakefront preservation and joined a coalition of civic groups proposing an addition to Grant Park, a long term project that led to the creation of Millennium Park.
In the 1980s, the Council continued to promote revitalization while working collaboratively throughout the region to encourage what it saw as sound planning. The Second Committee on Urban Progress (SCOUP), later renamed MAP 2000, developed strategies to plan for the approaching new millennium and debated future plans for Navy Pier, McCormick Place, and a new Chicago Bears Stadium. At the same time the Council’s involvement in public housing intensified with the creation of the Chicago Housing Authority Task Force, a Council-led initiative that promoted resident involvement in public housing management and focused on improving living conditions. In 1985, the Council changed its name to the Metropolitan Planning Council. In 1988, the Metropolitan Planning Council launched the Central Area Distributor Project to develop a transit system to serve downtown Chicago.
From the 1990s to the present, MPC has continued its efforts at improving metropolitan Chicago across areas of housing, city planning, regional development, transportation, and urban development. The 1990s witnessed a focus on continued intergovernmental cooperation as well as an added emphasis on public health. MPC staff worked to improve access to immediate and quality health care for metropolitan Chicago and Cook County, especially for the poor and elderly. Since 2000, Metropolitan Planning Council has developed new priorities and reemphasized old ones. Some of these priorities included job creation, preservation of open and natural landscapes, provision of affordable housing, and improvements to public transportation.

The “Housing” series includes materials related to slum clearance, housing code reform, fair and affordable housing, and the Chicago Housing Authority (CHA). It is divided into three subseries: “Committees,” “Chicago Housing Authority Task Force,” and “General Housing.” This series holds some of the most historic material in the collection, some materials predates the foundation of the Metropolitan Housing Council. The bulk of the material documents decades-long projects, most notably the Wells Community Initiative, initiated by the Chicago Housing Authority Task Force to improve conditions for Chicago Housing Authority residents, and represents tenant advocacy during the fluctuating rise and fall of public housing in Chicago.
